How To Drill A hole In Masonry Close To A Surface?

I would like to drill a hole for a Rawplug in the side of a recess near to the top:


I would like to drill the hole 8mm towards the interior from the edge of the white, plastic trim and 9mm from the inside of the top surface of the recess.

My problem is that I cannot think how I could drill the hole any closer than 27mm from the top surface of the recess. And that would require me to use my budget, cordless drill, which does not have a hammer action. My other drills have larger bodies.

I realise that I could follow other possible strategies, such as modifying the bracket so that the mounting holes could be lower. But wondered whether anyone could suggest a way of drilling the hole higher?

A long drill bit allows you to drill close to surface albeit at a very slight angle. 150mm bit or longer .
 
Thank you for that suggestion, foxhole. Greatly appreciated as I was having a wood for the trees meltdown experience there.

If you find hard material, drill on an angle, making sure you start a couple of mm lower than required.
