How to fill irregular floor for carpet

I am having a carpet installed on a floor that has very old synthetic tiles which I am leaving as they provide a smooth surface and it is too much work to remove them.
The carpet will have an underlay.
But it has some tiles broken and missing leaving a change of level of 4mm approx. The carpet people have recommended that I fill the change of level.
Can somebody recommend what material and method to level the floor?

I do mot really want the cost of self levelling compund if I can avoid it.

a very fine cement would do the trick, but repair compound or ideally self levelling screed will do a better job.
