The current edition of the IEE regulations is the Brown cover, BS7671:2001 including ammendments No 1:2002 and No 2: 2004.
They include table 4D5A which is for 70deg C flat twin and earth in appendix 4.
The yellow copy of the iee regs is well out of date, 1997 iirc.
 
Yes, the yellow is 1997.I'm afraid its the one I've got next to me as it was free from work.My nice brown one (no jokes please) is sat at work in my drawer
 
Please note, I am not quoting from the yellow regs!

My mention was of the current edition of the IEE guide to BR..

Which implies ELZ4742 is still using a yellow copy of the IEE regs
