if the heat from the boiler goes to the cylinder without the aid of a pump, it will be very slow to heat, especially if they are a long way apart
A modern boiler and a modern cylinder, with the aid of a pump, will heat the cylinder in about 20 minutes
If you can post some pics of the cylinder, pump, valves and pipes around the boiler and cylinder, we can probably work out how yours is designed, and it may be possible to improve it.
Also, does your heating system have a small tank (about 500mm x 50mm x 250mm) to keep it topped up with water? If you bleed the upstairs radiator, does water squirt out forcefully? What colour is it?
