How to get into loft

Just moved house and thought I'd have a quick look around the loft space.

The door appears bolted, its got a plastic covering over the hole and what looks like space for an unlocking tool (key? chuck?).

Should I have something to open it. Is this a standard fitting?

Usually they are taped inside the hatch door (when new) so your could be in there.

You could use 2 large flat blade drives in the hole to turn it or a door handle with the square bar on the back.

You should be able to get one in screwfix or somewhere like that.

there was a previous owner so im guessing its in his tool box.

exactly like that. has it a name?
