How to install Nest Heat link (3rd Gen)

I bought a Nest thermostat that came with a heat link. The building I live in has a central boiler, so there's no boiler in my apartment. However, I receive hot water in the apartment for heating and usage. There is a valve that opens and closes for hot water usage. Do I still have to install the heat link?

Heat link is required for switching on and off the heating and can be used to power the thermostat or a usb. If you only want the thermostat the you’d need the Nest E.
