How to make a cellar less damp

Can anyone offer general tips on how to make a cellar less damp? The cellar is not underground but is at ground level and has a window but its a sealed window that won't open. It doesn't get any sun. Would an air brick help?

I was thinking of a more long-term and less expensive solution.
Would the air brick have some effect?
