How to paint over stain from cork tile glue

We had the wall plastered after the cork tiles were removed, however the glue stain keeps appearing through the paint. If I paint the wall with gloss paint will this prevent it appearing again?
 
My guess would be Zinsseer bullseye primer..its neither oil or water based..its spirit based...check on the manufacturers website first tohugh to see if its ok to use on very absorbant surfaces like plaster
 
Agree with Zampa you need a shellac based white primer. The zinser range is an option along with Smith & Rodger's Multiseal.
 
I'm not sure I'll be able to pick up either of those locally any other suggestions
