How to re affix window handle

Can anyone shed any light on how to re affix the handle on the window in the pictures attached?

Hopefully the pics explain it but the handle is really loose and spins 360 degrees - the the same setup in the other room and its fine and doesn't do this

Looks like the handle is buggered and you will need a new one.
Its some kind of a cockspur handle but not quite like any I have seen before.
