How to rejoin a severed 32mm PVC under-sink waste pipe?

Does anyone have any advice/suggestions for how to repair a botched plumbing job? We've discovered that one of the PVC waste pipes under the sink has been cut, and is being held together only by tape. It's a 32mm pipe, and I've tried using a 32mm compression coupling but the nut would not fit over the pipe, so I'm looking for an alternative solution. Any ideas??

Why on earth was that cut there? Doesnt make any sense.

Sure its not 40mm? Those usually are.

Yes it's really strange - I have no idea what the intent was. Definitely not 40mm - the 32mm coupling was just a whisker away from fitting.
I was wondering if something like this might do the job?
 
Yes would work as a temporary solution. Ensure you remove any rough edges inside the waste to avoid clogs.

Long term, under main sink with appliances and insinkerator connected, advise you to replace the waste
