How to treat under floor electrics with underfloor heating?

Ok so seems that you can install cable within skirting board that is designed to take cables. I.e. is has a cable rebate.

Here is an example, where the 25mm skirting can have a cable rebate.

I'm likely going to think about running down the ring main via conduits, which will be easy behind insulated plasterboard, but will involve chasing brickwork for internal walls. The sockets can be linked via the rebates.
 
The fill tables, are just that - the number you can get into the conduit, they take no account of being able to actually pull cables in. Even supposing you could pull them in, what if the draw-wire snapped? Chances of pushing a new draw wire in through four bends - near zero..

They do actually, the cable is given a factor and the conduit factor reduces based on the amount of bends. So, going off the table you could get 3 x 2.5 in a 20mm conduit with 4 bends, if you wanted to pull 6 through though you'd need to reduce the number of bends or go up to 25mm.

That's not because 6 2.5's no longer fit through the hole.

That's nonsense, cutting a groove in the back of a skirting board does not make it a cable safe zone.
