If all else fails you can turn off your main stopcock to stop water coming into your property and open all taps to drain the system of water, do your work, close all taps and then open main stopcock
Just check you're not on a shared supply before playing with the street stoptap- also good idea to make sure you know where street stoptap is and that it works before touching your internal stoptap- an otherwise ok-looking tap can fall to bits when its operated for the first time in forever!

Not sure where outside its located and wouldn't want to stop a neighbours water supply so I might give that a miss.Just have to try the antiquated ones indoors with some WD40
The easy thing would be to get someone in but km out of work so can't afford paying just for a tap washer.
