Why is this becoming such a farce?

Why have we become so pathetic at delivering major infrastructure projects at least reasonably close to their planned date and why are budgets often SOooo wide of the mark?

I listened to a guy talking about infrastructure projects in the U.K., he said the planning system and regulations are made so complicated that a major project is likely to take 20 years and cost way more than other countries.

HS2 is now reduced in scope so much it won’t do what it’s supposed to and the cost and time over runs are just an absolute joke.
 
We're a nation that used to work more closely together for each, other that has become one obsessed with profit. So there is a motive to find the longest costliest most profitable way forward. I suspect these contracts are written to guarantee profit, and allow for overruns for any number of reasons. In fact I would bey there isn't an enforceable end date anywhere in the contracts. Even if there was, contractors can simply threaten to walk away.
