Humming cold water pipe

We are getting a grey loud humming and vibrating noise when we turn hot water taps in in the house. From looking at the Cold water tank in the loft it seems to do this when the cold water tank is refilling. It's the cold water feed all around the house which vibrates.

Only started when the temperature dropped this winter.

Will this be a new ball valve in the left tank.
