HW cylinder drained

I went to replace gate valve on the cold feed to the HW cylinder, i tied up ball cock in tank in loft ran off hot and cold taps to drain tank and pipework. When all was drained down and upon replacing gate valve i noticed cylinder was completely empty. Some sort of vacuum? HOW COULD THIS BE WHEN IT IS VENTED HOT WATER? :?
 
Possibly somebody has tee'd off the cold feed to the cylinder (low down) and used it as a cold feed for something else.

Then when you drained the cold tank the cylinder drained itself via this piece of pipework.

Saw just such a case this week.
