Look it up, but consider that the judiciary adjudicate on the validity as well as interpretation of laws created by the government, as well as the correct execution of the law such as by the police. That's part of the executive, certainly not above the judiciary.

There should be a legitimate route. There isn't one, in most cases. But letting any who can manage it get in by an illegitimate route isn't a policy.
