There was no danger if you chose to carry on until that was the case, unless of course you happened to be 'guilty' of 'possessing the wrong colour of skin'...

It’s not rocket science, IC E was set up post9 11 to address the terorrist threat. People who have worked for decades in America for without the papers are not terorrists, still less some passers by trying to move on.

It seems reasonably clear that her intent was to obstruct or interfere with their activities. She was quite chuffed with this when she first spoke to the officer from her car. She was clearly given instructions to get out of the car and clearly chose to drive off instead
