Actually it was you that had said all of that, MBK has more of a grip on the reality of this incident than yourself obviously. You are merely clutching at straws. You were agreeing that the first shot was legal a few pages ago, now all shots were illegal according to you, yet how odd that this man is not sat behind bars.

In essence, ICE does not turn a "profit" or "loss" in a commercial sense, but it is currently operating at a budgetary deficit due to the high costs of increased detention and removal operations.
