ideal isar he30 pump running constantly

hi my ideal isar he30 pumps running constantly if the heatings on, as soon as heating switches on pump runs, turn thermostate down and pump just runs and runs, run the hot tap for a second and it stops.
any help would be great
tryed changing PCB and valve actuator but no joy

cheers

also pumps hot even when were not using heating or hot water
