I agree, but there's more to this than target driven policing. Joe Public's opinion of drug users may vary between victim and criminal but most - probably all - people would agree that dealers are worse. When it comes to child pornography it seems to me that the users are seen as Evil Perverts whereas the dealers are just common criminals who are "only in it for the money".

Downloading isn't the offence ... Being in possession is what you will be charged with.

This is why investigations take so long ... The dibble need to do quite a lot of work to secure a conviction and each one costs ££££'s
