You can buy 1.5.mm immersion flex (I have bought a metre of it for between my bathroom heater and the flex outlet plate.) it is more than adequate for a 3kW heater 13amp load, as its current rating is 15amps, which is more that the 13amp fuse protecting it and the immersion heater.
