I have a water heater running overnight on economy 7 tariff. I am going away on holiday in December would it be safe to leave it on so that the pipes dont burst in a cold spell or would it be dangerous with the water overheating with no-one using it?

Why leave it on, whilst it will cycle & will not over heat & it will noithing to stop pipes bursting.
If you are going away for more than 2 days turn the immersion off, before you go so that you use the hot water that is already in the tank, shower/ bath etc.
It shoould only take couple of hours to heat up on your return & you will have saved a few pp's

your theory wil not work, since the immersion heater will only heat the water in the tank.

All of your water pipes that are not insulated (and are therefore vulnerable to freezing) should be located in areas of your home that are heated. Thats the theory. So, you take the responsibility for protecting those pipes by maintaining those rooms' temperatures above 0 degrees C at all times. When you leave the house during winter you should set the heating in rooms with pipes to a low room temperature (above zero). This should prevent all exposed pipes in your home from freezing.
