You say "immersion."

If you are using an immersion heater it may not reach to the bottom of the cylinder.

What are the cylinder dimensions?

Is the element fixed in the top and poking downwards, or does it go in through the side?

the longest ordinary immersion is 27" long but you might have a shorter one

There are also dual sink/bath heaters with a short and a long element, you can switch them over. they are quite a bit more expensive.

I have seen people bend the element, or straighten it, to change length, but i do not know if this is advisable.

If you mean the cylinder is heated by the gas boiler, please say how far from the bottom the thermostat is, and what temperature it is set to.
