Two way immersion heater

In our old house which we built about 30 years ago we had an immersion heater that could be used two ways. Either to heat half a tank of hot water or heat the whole tank. There was a sort of 'rocker' switch on the top of the tank.

2 years ago we moved and the immersion heater here is on off peak or there is an over ride switch. However whichever way it only heats half the tank. The bottom half is stone cold. The top half is lovely and hot but not enough to fill a bath.

I have asked our plumber and various plumber merchants and they don't seem to know about the 2 way immersion heater. Can you still get these?

If not any suggestions why only the top half is heating up. Fed up with having a bath in a puddle!

Thank you for such a speedy reply. Will print this off and speak to our plumber. The tank is about 4ft high and I think the immersion heater in there is about 27" high so not sure this is the answer but certainly worth looking into.
