Improving a rendered plinth

My house has a 20cm cement plinth round the base of the brick walls. It is in good condition but some dates to the 50s, some to more recent extensions and some minor repairs. I would like to improve the look of the plinth and wondered if painting it with a sand and cement slurry would do any harm. I have heard of problems with damp being caused by people doing the wrong thing with a plinth and making it so it cannot breath. Would a cement slurry be appropriate or can anyone recommend some other product or treatment to improve the look and make it appear more uniform? Grateful for any advice.
