Installing ceiling fan?

OK, so you can't access the space from above-fine.
Cut yr CLS to the length between joist and the strap on bit, skew screw CLS to existing (so the underside of the CLS is touching the upper surface of the plasterboard), put your board patch in, fix thing, done

Ok but how should I fix the timber to that piece as it is a little higher than the joist on the other side as there is a fan that will be attaching to the CLS so need it to be a strong fit in there?
 
Just fix it to that other piece of timber- the fan was 4kg not 40? Cut the nog so it's a snug fit between the 2
 
Screw a bit of wood vertically to the joist that isn't full size, bringing its end flush to where your replacement plasterboard will go

Then screw the support to it, and, the other joist.

And attach the fan to it.

I'd skew screw at an angle but whatever is easiest

The length from the end of that joist that isn’t full size to the end of the piece of wood I’m attaching to it vertically is 3.27 inches what screw & which size should I use?
 
Ok so is there a specific timber I need then or is it just any 2x4?

Nowt critical about the size, or thickness - a scrap of floorboard would do perfectly. It doesn't have to be fixed to the joists, it just needs to spread the weight, across the plasterboard. If the cables drop through the ceiling, alongside a joist, as they normally would - just cut a U notch, in the new piece of timber, so it can slide in avoiding the cables. You will likely need someone holding the timber in place, unless you can fix it, whist the fan bracket is screwed into place.
