installing copper through notched joists

Hey on a new build if installing copper through notched is it advisable to wrap hair felt lagging around the pipes were they sit in the joists?

do you put it underneath the pipes before you nail clip the pipes to the joist then wrap over the top too?
 
Use tubular hair felt in small lengths and slipped over the pipework. Slide it along till it is in line with the joists.

if your wrapping it round then is it advisable not to run the heating pipes next to the cold water pipe as will transfer heat?
 
dont nail the pipes to joist that will have opposite effect
 
Plastic pipe is nearly always drilled and not notched.
