Insufficient water to flush toilet bowl properly...

My mum and dad have recently moved to a very old house that has a bathroom that must be no more than year old. The tiolet is a "dual flush" that is on the top of the cistern which recently went wrong and water was constantly pouring into the bowl and the cistern could not fill up.

He has changed the dual flush mechanism with a B&Q one and now the loo does not "flush" in the true sense but trickles water under less pressure into the bowl. It is as though the pressure from the water has gone.

The part he has fitted is not the best quality in his eyes... should he replace it with a better dual flush unit, will that sort out the problem? Any suggestions as to a good brand.

the cisterns i know are not under pressure. it sounds like the syphon is leaking, so you only have half the normal volume which is already tight.
not sure that the brand has got something to do with it. might not last as long as a good one though
