insulated garage roof with no ventilation

Hello has anyone insulated a flat garage roof with no air gap so felt wood 20cm of fibre wool vapour barrier plasterboard ? I am horribly confused I have insulated the floor all walls trying to turn my garage into a heated workshop so it will have a radiator providing heat most days. Everything I have read says 50cm of ventilation but to achieve this I'd have to drill all the beams and vent front and back which I don't mind doing but the advice is conflicting many thanks mark
 
On a garage conversion you sometimes have no choice, in such circumstances Building Control usually allow it, the alternative being to re-do the roof. It's a hybrid, not ideal but probably be OK and can be rectified when the roof finish ultimately needs replacing.
