Insulating a wooden shed floor question?

Is it possible to insulate a shed floor cheaply by stretching debris netting(stuff used to cover scaffolds) and stapling to the underside of the 8x2's with stainless steel staples, filling the 600mm wide gaps with "standard" type insulation leaving a gap between the top and the underside of the floor? The floor will be 18mm ply and considering adding a polythene layer over the whole floor area before putting down the ply? Or would rodents get through the net and live in it? Would it be easier using 6mm ply as a base to keep rodents/insects out and seal it up properly? Or would a breathable paper/membrane be better?

Looking for a cheapskate way to do it!! ;) :D
