Insulating and raising concrete floor

I have a downstairs loo which is a concrete floor which I need to raise about 50-60ml or so. I was wondering what the best way of doing this was and whether I should also take the opportunity to insulate the floor too.

Any suggestions would be appreciated

I did something similar in our conservatory with layer of celotex then laminate flooring on top,gap at the edges hidden by new skirting.
 
Good point burnerman - I didn't have enough depth @ the door for more than 25mm of celo :cry: In the OP's situation chipboard will make a better floor under the lami.

Thank you for suggestions, how would I affix the chipboard to the celotex? ...I would be tiling on top so need the sub floor to have as little movement as possible.

What I don't know is what is under the concrete slab, it could have insulation beneath the concrete already in which case I could just put down some self levelling compound and then tile couldnt I?
