Insulating loft with concrete « floor »

Hello.
Attached is a picture of part of our loft...probably about 50% of the loft is like this.
The floor of the loft is concrete...the bedroom ceilings are plasterboard.
The house is in the south of France and was built in 1970....summers are hot..30C to 35C and winters can get down to 0C...does not rain that much but when it does it is absolutely torrential.Most of the roof is east facing.
Their is no loft insulation....a simple question...where do I put it ?
In the rafters or on the concrete floor (once I remove all the junk)....the loft is very cold and we get quite a lot of mice, the odd rat as we are in a semi rural location.
