On the outside of property is approx 3 metre of plastic pipe with 2 elbow joints, it runs from the combi boiler to a drain.

I have been advised to insulate it before winter as it is outdoors and on view what is the best material please.

Sounds like the condense pipe - usually 21.5mm plastic, same as overflow pipe. I'd insulate it using 22mm Climaflex pipe wrap, available from B&Q etc. Cut mitres carefully and wrap joins with insulating tape.

Should be 32mm outside

32mm..then u dont have to insulate
21.5 equals having to insulate

thats my thought on it anyhow

Any outside condensate pipe must be carefully and effectively insulated.

It will freeze up in hard frosts otherwise, back up into the boiler, and stop it working.
