Insulation for new external wall

The room over my garage is being extended with breeze blocks (later to be rendered). The existing room has 50mm foil backed block insulation, and I think a couple of inches of rock wool. With the new building regs we have to increase the insulation. This will mean losing a couple of inches off all the room, or just doing the new part protruding from the existing wall. Is there some type of wall insulation which is thinner (most likely more expensive) to avoid using thicker insulation on the new build?

An existing room does not require extra insulation, just the new bit.
