insulation resistance o.oo meg

hi would appreciate help with this please
just started testing for part p in domestic dwellings came upon this problem.....for the insulation resistance test on a pme tncs system lighting circuit got reading of 0.00 phase/earth .??? checked as far as could to remove everything from circuit. help.!!!!!!!!!!!!

Main switch closed, neutral still connected to terminal bar and lamps in circuit? If so then you're seeing the N-E PME connection through a lamp.

Make sure all lamps and are disconnected, the circuit breaker is open and the neutral is removed from the terminal bar.

Last time I had there was a screw through a cable
Thought my R1+R2 was a bit on the good side though
