Insulation Resistance Very Low

If the tester has said the above.
And he has put ).5 in all columns under P/E and N/E what would be the easiest way to find the fault and rectify it?

get an isulation resistance tester and DIY to see which is causing it

How old is the wiring and what type of cable is used? You need a rewire if all the circuits have low IR.

A quick method would to be using test equipment and testing each part of the circuit until the fault is found.

Sounds like he hasn't done any physical testing and just put a made up value in.
