Insurance in eu with uk vehicle long ish term?

- a friend is moving to study in Ireland. He's uk based and has a uk car/licence and insurance
He will come back 3-4 times a year for family I'd expect

Anybody know if there would be any issues with his licence or vehicle reg?
Normal uk insurance would require a green card for 90 days but hopefully he can contact his insurance co and arrange "dual country" as he'll be back and forth.

Just not sure about pinging between uk and Ireland - might be easier to claim uk residence.
A Canadian friend has a uk car here and drives on a Canadian licence because she happens to go home often enough.
