intermittant low pressure in hot water

We had our hot water tank replaced 2 years ago (old one was 15 yrs old and not working correctly)
About 3 months ago we started getting low pressure on the hot water taps (never the cold) which would let up after a few minutes and run full again.

Some times when the hot water is turned on it runs fine other times it runs slowly then lets go and runs full and other times it simply runs slow.

Anyone know why we are having this intermittent low pressure issue in the hot water tank that is relatively new? The tank is a high efficiency unit and the copper pipes are only 15 years old. The pipes were never an issue prior to the new tank.

every hot water tap in the house has the issue so it is not restricted to any one individual tap , it is definitely related to the tank. As I explained, sometimes we turn on the hot water and it runs fine and moments later we can turn it on and is runs slowly. This makes no sense at all.
