Internal flue sealing

Had smart meters installed and got tagged as internal flue not sealed.
Its a vertical flue onto flat roof from a combi boiler installed many years ago.
man said regs have changed and he has to note it.
So what needs to be done?
Is it just a mortar mix to stop any chance of air flow back in which has never happened.
Advice please.
