Internal Wall Removal

I am looking to extend my kitchen into the adjacent playroom by removing one wall. On top of this i want to relocate my utility within the new space created [this involves removing one other wall]. Do i need planning permission, structural egineers and architect drawings? The wall is about 17ft long with a RSJ running into it. Has anyone any idea roughly of cost?? First building project in a 1930's house!

If you have an RSJ already supporting the floor above and runs in to this wall you are removing, it is a supporting wall so:
You need to contact a structual engineer to do calculation, before contacting building controls on your intentions.
