So my internal stop tap needs to be changed. I live in a flat which was once giant house split into 3 small flats. Our internal stop tap was easy to twist but due to our internal meter being changed the Anglian water engineer tighten the stop tap via it's O rings or nuts whatever they are called which means we can no longer twist the handle. He did this as the washers were old and there was a minor leak coming from handle and he advised the stop tap be changed which I was going to do anyway. Here comes the issue.... As this was house now turned into 3 flats, the external meter was removed. So I assumed naturally the external stop tap was removed too so I asked my plumber due Thurs how he would change should there be no external stop tap? He said that there should be external one regardless if there was no meter under that cover. I took some snaps of where the external meter once was and spotted a handle which I now assume to be the external stop tap. I've sent this to plumber and waiting for reply. Attached are the snaps..... The long plastic handle seems rather flimsy and sways at the slightest touch, but I didn't wanna touch it further or twist it to see if it turns the water off, I'll leave that to professional. Is the thing in photo the external stop tap then? If not, how can you change a internal Stop tap with no way to turn off main water supply? Me being naive I assumed you can loosen the O ring/Nuts that were originally tightened in order to be able to then twist the actual handle to shut off the supply.
