Is a Programmer/Timer necessary?

We recently bought a new flat which has a Glow Worm combination boiler fitted, plus a room thermostat in lounge, plus thermostatic radiator controls. However, we cannot find a programmer anywhere and our neighbour in the next door flat says he hasn't got one. Is this usual? How can we programme the central heating to come on and go off at different times of day on different days of the week? What about Building Regs - isn't it mandatory to have a programmer/timer these days? Ta!

The regs say you must have a "boiler interlock", i.e a means of turning of boiler and pump when there is no demand for heating. They also say you must have time control and temperature control of heating and hot water.

If you are the first owners get on to the Council's Building Control Dept and see what they say.
