Is Breeze block wall under stairs supporting?

Hi
We've got a 1930s surburban semi-detached.
Under the stairs we have two cupboards - the small one housing meters and a larger cupboard. They are separated by breeze block partition.

We want to put a toilet in the larger cupboard with the cistern and waste in the smaller cupboard to maximise space, however, the gas metre is in the way.

Are we able to remove the breeze block partition and replace with a stud to house the cistern and waste?
Or is this breeze block supporting the stairs?
