Is granite dust ok for potholes?

I read it sets rock hard when dampened and run over with whacker plate. I'll add a little cement in to for good measure and some waterproof to help orivest frost getting in.

I tried type 2, but the bag was more like type 1... had stones 40-50mm in size which were too big.

This is a farmer's track type road

How deep are the potholes?

I would use 20mm scalpings from the local quarry.

Don't add cement or anything.
You probably won't need to add any water this time of year. If it's too wet it will turn to soup when compacted

I thought type 2 was supposed to be 0-20mm, maybe you had a bad batch?
