Is it a pump?

Theres is a device mounted on my external wall in the middle of the oil feed line to my boiler. It is made by Teddington Controls and is marked OFS E101 -1996 0936 11-54-07 and has a single wire entering the top.

It is dripping fuel from the small rubber-covered button in the bottom of it.

I assume it is a pump of some type as if the boiler locks out, I push the button a few times and fuel flow seems to be reinstated

Am I correct please? And is it easy to get and fit a replacement?
