is it bitumen

could anyone tell me if the bottom of an exteroir rendered house is painted in bitumen.the top is painted in white down to what looks like a line of flashing then under that it is smooth and black.where it has flaked of abit it looks a bit like tar.if it is bitumen what type is best to use to redo it

It will be. Any type will do.

If it is bitumen and it sounds like it is as this was common practice for this type of property, then any other type of bitumen will do.
