the other evening itried to pay for something on the net i entered my card details as i had done before and my payment was not authorized then the screen requested the card number again expiry date and strangely my atm four digit pin having already given the 3digit security code already i became suspicious also what appeared like a page on top of a page was visible consequently i logged off . does anybody have any advice?

Seems like you have been the attempted victim of a pop-up rip off, I am no expert, but perhaps you should notify the owners of the site you were using if you know they are a legitimate dealer. It would be interesting to know if there is a procedure to follow when this sort of thing happens, fortunately I have never been a victim.

Notify your bank even if you did not give your PIN as there could be something on your PC lurking for any of your security info.

Go to SuperAntiSpyware
Download it then, after installing, check for updates and perform a FULL scan.
Ditch everything it finds.
After that run each of your other security programs individually after checking each one for updates.

would it also be worth upgrading security norton perhaps

Not particularly, as Norton is very heavy on resources it slows down your computer.

As soon as your Norton software expires I would remove it and pick up some of the freeware that is available.

Take a look at the list of some freebies that a lot of people use and trust:

If you decide to finish with Norton, this is the only way to remove it because just clicking 'Uninstall' leaves a lot of it behind:

If you change to free software, ....
Before Norton is switched off and removed, download the new programs and save to desktop but DO NOT open until Norton is removed.
When Norton is gone, physically disconnect from the internet (unplug from phone line)
Install all the new stuff, reconnect to internet and update each one and run a scan in turn.

IE7 has a phishing filter which detects for website of this nature, you should be able to download it with Windows Update

A couple of things you can do in the future if your unsure is to check that the website is secure (in the address bar you will seee https:// instead of http://) In IE7 you can click on the padlock in the address bar which should give you details of SSL certificate and who its registered to.

You should never give your pin to anyone, nobody other than you has access to it so nobody can verify it you give it to them.
 
You could download a prgram called spy-bot, its free and can be found with a google search.

It got rid of some very persistant malware and spyware programs that i found it almost possible to delete manually. Scan every so often and i think in tandem with decent firewall it is better than constantly running norton etc which make start-up a lengthy process.

Assuming that r896neo is referring to Spybot Search and Destroy which I would recommend, google throws up lots of very similar programs. The one you want can be found here
