No but how do you know it doesn't work?

I dont recognise that particular type. Open up the front and can tell you how to bypass it, then you'll know if it is that or something else.

The lights aren’t coming on in the evening

You will need to follow the cable to see where it goes. You don't know yet if there is a fault, or what or where it is.

Bulb is fine.

OK. Lets have a look at the connection wiring inside the photocell. You may not need to buy any test gear (although, every home should have something). May be worth turning the power off, you never know what might be in there!
