Is this an indication of a blocked radiator?

I have a couple of double radiators that refuse to get hot. The pipe to the radiator is hot. The valve is open. The T-piece connection between the two radiator shells is hot. The first verticall ducting on the radiator is getting warm and the top of the rad is warm, but the bottom of the radiator is almost cold. The radiator is warmer at the top than the bottom! And the spurting from the bleed valve is of a very low pressure. Any thoughts? Thanks.

They are downstairs yes. Been like it a while. Managed to do a bit of bleeding, the top of the radiator is hot, the bottom is cool, exact opposite to as if it was full of air.

Close the valves on both rads. Then drain them down and see if any thick black sludge is in them. It normally settles at the bottom of rads and they wont get warm, your system may need a complete flush out and an inhibitor putting in.

Close rad valves, take a couple of litres water out and use hose and funnel to via rad air vent.
Some inhibitors kits will allow you to inject it via loop fill.
