Is this Artex, Wallpaper or Textured Paint

Please see the following two photos from a celling in an upstairs bedroom.

In addition, please see the two pictures from a cupboard under the stairs, which appears to have the same finish as the previous celling.

Is this Artex, Wallpaper or Textured Paint?

Pretty sure it's painted wallpaper. Possibly with years of paint, hard to tell.
I would steam it off.
It will be a complete pain to get started and need pricking/scoring.

If it is artex, steam will stop any dust but very unlikely

If its paper you should be able to push in the bubbles/peaks with a small screwdriver as they should be hollow ,if solid its textured coating
